Court Programs - CVAP Code Violation Abatement Program

The Code Violation Abatement Program (CVAP) was implemented on 7/1/2001 as a subrecipient of Community Development Block Grant funds under administration of the Department of Economic and Community Development. The CVAP's goal is to help low or moderate income families bring their homes into housing code compliance.

The CVAP makes small grants not to exceed $4,500 to low or moderate-income owner-occupants who have been cited into court for housing code violations. Each grant will permit the owner-occupant of limited economic means to make their home safe and bring their home into compliance with the City's housing code.

The program targets homeowners who have minor repairs that will make substantial improvements in the living condition of their home, By assisting homeowners in maintaining their homes, neighborhood blight is stemmed, benefiting the community as a whole.

The target population of the CVAP are owner-occupants of single-family homes in the City of Toledo, whose household income is at 80% of the area median or below for family size and has been cited into Housing/Environmental Court.

The Code Violation Abatement Program has accomplished its goal of assisting indigent homeowners in prolonging the life of their homes. Unlike most other CDBG funded agencies whose primary goals are to create new housing stock, CVAP is using CDBG funds to assist owner-occupants in repairing existing housing stock.
